The Government of Ghana has directed all boards of directors of states-owned enterprises and other public institutions to stop embarking on international travel for training programs, retreats, and conferences financed by the state.
In a statement dated March 5, 2026, the Secretary to the President instructed ministers supervising state-owned enterprises and public institutions to ensure that boards refrain from undertaking state-funded foreign trips.
According to the statement, should a board determine that an international engagement is unavoidable and cannot reasonably be held locally, it must first submit a formal request through the sector minister to the Chief of Staff at the Presidency for the President’s approval before proceeding with any arrangements.
It also outlined mode of justification of request for exceptional approval of SOE and other public institution for international travel.
